Argall’s Bill Limiting “Spot Appeals” of Assessments clears Senate

HARRISBURG – Legislation to prohibit school districts from appealing a property tax assessment based on the sale of the property passed today in the Senate. Sponsored by Senator David G. Argall (R-29), the bill was similar to legislation passed during the 2007-2008 legislative session but was vetoed by then-Governor Ed Rendell.

Argall points to the frustration of many local homeowners who have been hit by this unfair practice as a reason for continuing the fight in Harrisburg.

Senate Bill 1309 would ban taxing districts from appealing the assessment of a property based on the sale of the property if that taxing district is set to gain less than $10,000 annually from the assessment. The legislation was spurred by many local constituents who saw their school district property taxes increase by $3,000 – $6,000 after they purchased their home.

The bill was approved by the Senate Wednesday, garnering the bipartisan support of 34 Senators.

Senate Bill 1309 now moves to the State House of Representatives for its consideration.
